Unfortunately it’s not available for all countries, but only some which also have SkypeIn. Currently, the following countries have Caller IDs:
“you can use your SkypeIn number as SkypeOut caller ID if the number is from UK, Sweden, Denmark, Japan, Hong Kong, Estonia and Poland”
